The goals of this course are to obtain the fundamental knowledge of local governments and the abilities to analyze the system and functions of local governments and public policies in local governments in terms of comparative studies.
This course deals with the system and problems of local governments as well as the ways of analyzing local governments. In this course, we use one or two papers from an academic journal or books (written in Japanese). The course plan is as shown below, but specific topics will be selected according to the interests of the students.

地方自治やその周辺領域を研究する際に必要な基礎的な知識を身につけたうえで、地方自治のしくみ、機能、政策について比較の観点から分析できるようになることを目標とする。
The goals of this course are to obtain the fundamental knowledge of local governments and the abilities to analyze the system and functions of local governments and public policies in local governments in terms of comparative studies.
学会誌を中心とした論文、あるいは著作（いずれも日本語）を素材として、地方自治の考え方、しくみ、課題について検討する。なお、授業計画は以下のとおりであるが、各テーマで扱う具体的なテーマについては、履修者の関心に合わせて選択される。
