To understand the matters necessary to carry out activities in the medical and long-term care field from a health economics perspective.
Japan’s medical and long-term care service industry, based on universal health insurance, contributes to the health attainment of the Japanese citizens. However, there are many issues that needs to address, such as the transition to a community-based integrated care system and the improvement of productivity in medial and welfare service industry for the 2024 problem. In the first place, the system design is important for the medical and long-term care industry to address structural issues, such as the distribution of medical resources.
Effective utilization of limited health care resources requires understanding of patients and the public who demand health care and ling-term care service, and addressing the issue of externalities. On the supply side, the healthcare providers, needs to understand the systems, policies, and economic characteristics of healthcare, and make decisions with an awareness of public benefits. In order to do that, it is necessary to be able to analyze the overall environment of the medical and long-term care industry to enable the formulation of organizational strategies based on the new competitive standard of improving the health of the citizens, which is the most important value criterion for medical care.
The purpose of this lecture is to provide a comprehensive understanding of the health economics knowledge required to operate in the medical and long-term care field area.
The lecture will consist mainly of discussions by participations based on the lecture material presented. It hopes to find solutions of some problems in the current medical and long-term care field with participants from a wide range of fields.

本科目は、5年以上の実務経験を有する実務家教員による授業であり、全授業回数の50％以上がディスカッションなど双方向形式の授業によって運営されます。

To understand the matters necessary to carry out activities in the medical and long-term care field from a health economics perspective.
国民皆保険を基盤とした日本の医療・介護サービス産業は国民の健康達成度に貢献している。しかし、地域包括ケアシステムへの移行や、2040年問題に向けた医療・福祉サービス改革による生産性の向上など、医療・介護領域が取り組むべき課題は多い。そもそも、医療・介護分野は、医療資源の分配問題に代表されるさまざまな課題を内包するがゆえ、制度設計が重要な領域なのである。
限られた医療資源を有効に活用するためには、医療・介護サービスを需要する患者や国民の理解を促し、外部性の問題に対処する必要がある。また、供給側である医療提供側においては、制度や政策、そして医療における経済的特性を理解し、パブリックベネフィットを意識した意思決定が重要となる。そのためには、医療の最も重要な価値基準である国民の健康度を向上させる、という新たな競争基準の概念に基づいた組織戦略の策定を可能とするため、医療・介護サービス産業全般の環境分析を行えることが必要となる。
そこで本講義では、現在の社会背景や国の戦略をふまえた医療・介護分野の問題点について医療経済学的な視点で整理を行い、急速に進む医療の情報化、今後のイノベーションが期待される健康関連産業を含め、医療・介護やその周辺領域で活動を行うために必要なあらゆる知識について、医療経済学的な視点より包括的に理解することを目的とする。
なお、本講義は問題提起のための材料を講義にて提示し、それをもとに参加者によるディスカッションを中心とした構成とする。医療・介護領域の組織運営者や医療者のみならず、幅広い分野からの参加者とともに、現在の医療現場における問題を探り解決の一端を見出す場としたい。
