社会デザイン研究科では、教室での対面授業を基本としながら、同時に遠隔地在住の学生の学びを保証するため、オンラインでも受講できる形で授業を行う。なお、履修者全員の了承が取れた場合には、「対面のみ」もしくは「オンラインのみ」で授業を行うこともある。 |
In recent memory, local governments and companies have been damaged by storms, floods and earthquakes, such as the 2024 Noto Peninsula Earthquake, the 2016 Kumamoto Earthquake, the 2018 West Japan heavy rain, typhoon 21, and the Hokkaido Iburi Eastern Earthquake, and the 2019 typhoon15, typhoon19. Regarding natural disasters such as earthquakes, tsunamis, typhoons, floods and volcanoes, we will explain business continuity plans (BCP), which are the latest business management method of minimizing human and economic damage, considering cases such as the Great East Japan Earthquake and possible future damage caused by the Tokyo Inland Earthquake, etc. In addition, students will learn crisis management methods of organizations at the time of disaster occurrence. Students will understand the roles and relationships of Government, local governments, companies, NPOs/NGOs, community associations, and citizens, etc.
As disasters where much damage occurs at one time, we can consider earthquakes and associated disasters, meteorological disasters, and infectious diseases, etc., and in Japan, there is a historical record of all of these disasters. The Great East Japan Earthquake, the Hanshin-Awaji Earthquake, etc. caused a large amount of human damage, and it became clear that disaster prevention and mitigation measures did not necessarily work. In the case of meteorological disasters, etc., it is possible to see the signs, and by knowing the mechanism of disaster occurrence and the characteristics of the local community, it may be possible to take appropriate evasive actions including saving lives. However, in the heavy rains of 2018 in West Japan, many people were too slow to escape and had to be rescued as a result. On the other hand, as is clear from the Great East Japan Earthquake, even if lives are saved, life will be difficult unless economic activity is restored. In this course, we will consider cases of natural disasters, research organization's business continuity plans (BCP) from the perspective of global risk governance and crisis management while minimizing human damage, and think about social design for the continuity of local communities.
In the classes, we will interpret the Government's damage assumptions, various reports, measures guidelines, and international standards, etc., and will discuss the relationships between circumstances and disasters that accompany the time series of disasters as appropriate. In addition, by playing games, students will deepen their understanding of crisis management and disaster response for organizations including business continuity plans.

本科目は授業回の全てにおいて、理論等学術的な知見を踏まえつつ、担当教員の実務家としての経験、または研究成果を活かし、教員と学生との双方向の討論を重視した実践的な授業とする。学生には、課題の発表や討論など、授業での積極的な参加を期待する。
2024年能登半島地震、2016年の熊本地震、また2018年は西日本豪雨、台風21号、北海道胆振東部地震、2019年は台風15号、19号など、風水害や地震が相次ぎ自治体と企業が被災したことは記憶に新しい。地震、津波、台風、水害、火山など自然災害について東日本大震災などの事例と今後発生しうる首都直下地震、などの被害想定を取り上げ、人的被害および経済的被害の極小化の最新の経営管理手法である事業継続計画ＢＣＰにつき解説する。また、災害発生時の組織の危機管理手法を学ぶ。災害対応における国、自治体、企業、NPO/NGO、自治会・市民などそれぞれの役割と関係性を理解する。

一度に多くの被害が発生している災害として、地震とこれに付随する災害、気象災害、感染症などがあり、日本においてはこれらの災害のいずれについても歴史上の記録がある。東日本大震災や阪神・淡路大震災などでは多くの人的被害が発生し、必ずしも防災、減災対策が機能していないことが明らかとなった。気象災害などでは予兆をとらえることができ、災害発生のメカニズムや地域社会の特性を知ることにより、人命安全をはじめとする適切な回避行動をとることができる場合もあるが、2018年の西日本豪雨のように多くの人が逃げ遅れて救助される結果となっている。一方、東日本大震災でも明らかなように、人命が助かってもその後の経済活動の復旧がなければ生活は厳しいものとなる。本科目では自然災害について事例を取り上げ、人的被害の極小化とともに、組織の事業継続計画（BCP)についてグローバル・リスクガバナンスおよび危機管理の視点で研究し、地域社会の継続に向けた社会デザインを考える。
授業は国の被害想定や各種報告書、対策大綱、国際標準規格などを読み解くとともに、災害の時系列に伴う諸事情と被災の関係性を適宜議論およびディスカッションしていく。また、ゲームも実施することにより、事業継続計画をはじめとする組織としての危機管理や災害対応につき受講生の理解を深める。
