【授業の目標 / Course Objectives】

This course aims to equip students with a solid understanding of the conceptual frameworks surrounding disaster management, disaster risk reduction (DRR), and disaster risk management (DRM). It examines the historical evolution of international disaster risk reduction frameworks, the experiences of Japanese disaster management that have contributed to their development, and Japan’s approaches to and experiences in international cooperation in this field, including their implications for the Humanitarian–Development Nexus (HD Nexus).

Building on this foundation, students will analyze disaster management experiences in a country of their choice as a case study. Through this analysis, they are expected to identify existing gaps in disaster risk reduction policies and practices, and to explore practical ways and means to foster more risk-resilient societies.

【授業の内容 / Course Contents】

This course provides an advanced examination of disaster management, disaster risk reduction (DRR), and disaster risk management (DRM) through conceptual, historical, and policy-oriented lenses. It begins with an overview of contemporary natural disaster risks and their socio-economic impacts, followed by an analysis of the disaster management cycle and key analytical frameworks for understanding disaster risks, uncertainty, and governance.

The course then traces the evolution of global disaster risk reduction frameworks, situating them within broader debates on risk, resilience, and development. Particular attention is given to the contributions of Japan’s disaster management experience to the formation of international norms and practices. Students examine Japan’s institutional arrangements for disaster management, its historical policy evolution, and the ways in which lessons from major disasters have shaped both domestic reforms and international frameworks.

A core focus of the course is disaster risk governance in the context of large-scale, low-frequency disasters characterized by high uncertainty. The course analyzes multi-stakeholder collaboration among governments, the private sector, civil society organizations, and local communities, as well as the integration of structural (“hardware”) and non-structural (“software”) measures. These approaches are examined in relation to broader policy domains, including urban planning, land use, and health and social welfare, highlighting the need for coherent and integrated disaster risk reduction strategies.

In its final phase, the course explores Japan’s international cooperation in disaster management and critically examines disaster risk reduction through the lens of the Humanitarian–Development Nexus (HD Nexus). Through readings, discussions, a field visit, and a country-based case study, students are expected to apply theoretical frameworks to empirical contexts, identify gaps in existing disaster risk reduction policies and practices, and propose informed pathways toward more risk-resilient societies.
