Major objectives of the course are to learn 1) basic theories and practices of Public Private Partnership (PPP, P3 or 3P), collaborative public service deliveries between public and private sectors, in the context of dynamic governance reforms, and 2) actual PPP examples of students' own and other students' countries through mini research and presentations required in the class.
- The “Public Private Partnership (PPP)” is an introductory course and composed of (1) lectures on theories and practices of PPP, (2) student presentations and (3) discussions.
- For (2), every student is required to make a 15-minute presentation on an actual PPP example, as a case of dynamic governance reforms, in his/her own country. The presentation is followed by Q&A session.
- For (3), active and constructive discussions are strongly encouraged even including peer question and answer and/or discussion opportunities among students.
- Through the course, students will obtain more and better knowledges on PPP, including the latest perspectives, and be able to increase their own "options" in delivering public services when they return to the real world. For those who have backgrounds in the private sector, the course will help them think about new "business opportunities" with public sector in the real world.

Students should be able to use a presentation software such as PPT to prepare slides for their own presentations.
本科目の目標は、履修生が、1)官民連携(PPP、官民セクターの協働による公共サービスの提供)の基本的な理論と実践とをダイナミックなガバナンス改革の文脈から理解すること、及び、2)履修生自身及び他の履修生の国々におけるPPPの事例を、授業にて求められる「簡易な調査研究」とその「発表」を通じて学ぶこと、である。

- 本科目「官民連携(PPP)」は入門的な科目であり、(1)理論と実践についての「講義」、(2)履修生による「プレゼンテーション」、そして(3)議論、により構成される。
- この内の(2)については、全ての履修生が、自身の国における、ダイナミックなガバナンス改革の実践としてのPPP事例について、15分程度のプレゼンテーションを行うことを求める。プレゼンテーション後には、クラス内で質疑の時間を設ける。
- また(3)については、履修生が積極的かつ建設的な議論を行うことが強く推奨される。それには、履修生間の相互の質疑応答や討議も含まれる。
- 本科目を通じて:
・履修生はまず、PPPについて、最新の状況を含めて、より多くのかつ良好な知識を得ることとなる。
・そして、履修生が(大学院修了後に)現実社会に戻った際の、公共サービス提供上の「選択肢」を増やすことを可能にする。
・また、民間セクター出身の履修生にとっては、現実社会において、公共分野における新たな「ビジネス機会」を検討し得る機会を提供する。
