地方自治特論／Local Autonomy Local Autonomy

【授業の目標 / Course Objectives】

本授業では、日本の地方行政の仕組みや自治体を取り巻く今日的な課題を概観しつつ、国際比較の視点を取り入れ、コミュニティ・非営利組織との関係の特性とそれがどのように変容してきかを考察する。あわせて、今日的なガバナンス論の観点から、地方自治論および行政学の高度な方法論を習得し、自治体の政策形成やローカル・ガバナンスの実態を多層的に分析する力を養うことを目標とする。

In this class, we will observe the structure of Japanese local governments and the contemporary challenges they face, while incorporating an international comparative perspective. We will examine the characteristics of their relationship with communities and nonprofit organisations and how this relationship has changed over time. Additionally, from the perspective of modern governance theory, students will acquire advanced methodological approaches in local government studies and public administration, developing the ability to analyze policy-making and local governance structures in a multi-layered manner.

【授業の内容 / Course Contents】

　近年の先進工業諸国における地方分権改革や公共サービスの民間開放・民営化は、直接的には財政難に直面した政府の負担軽減に端を発していたものの、次第に、多様な主体によって地域・社会を支える仕組みづくりの模索へと進展しつつある。いわゆるガバナンスといわれる概念であり、今や世界的な潮流になっている。日本においても、こうした流れによって自治体を取り巻く環境は大きく変化し、大規模な市町村合併もあいまって、自治の基層単位としてのコミュニティやサービス供給主体としての非営利セクターに関心が集まっている。
　この授業では、以上のような変化を踏まえ、地方自治や非営利組織に関する基礎的な概念の習得を図ることを目指す。まず、この授業の前半において基本書・論文を輪読し、後半では受講生各自の問題関心を踏まえながら事例を紹介し、それについて全員で議論する。

Although the trend in recent years of decentralization and the privatization of public services in advanced industrial nations has its origins in cost-cutting by governments facing large financial burdens, a variety of actors have stepped in to provide solutions to support regions and communities affected by these changes. This can be called a form of governance and it is a current and worldwide trend. In Japan as well, this trend is having a big impact on the environment governing bodies find themselves, and coupled with the large-scale municipality mergers, there is a growing interest in the community as the fundamental unit of governance and the non-profit sector as the main supplier of services.
In this class, the aim is to learn the fundamental concepts surrounding local government and non-profit organizations using changes such as those mentioned above as the groundwork.
The first half of this class will consist of critical reading of the base text and academic papers (including English papers as required). In the second half, each student will present on a problem they are interested in, and then the whole class will discuss the issue.
