The 34th Local Government System Research Council (LOC), an advisory body to the Prime Minister, was launched in January 2014. This time, the council's theme will be to discuss issues that run counter to decentralization reform, such as the transfer of some municipal administrative duties to the national or prefectural government in order to maintain administrative services despite staff shortages. The council aims to submit a report in fiscal 2027.
The council will also deliberate on the future of large cities, where populations are concentrated and economic activity is at its core. The Association of Designated Cities Mayors, made up of all designated cities nationwide, has been calling for the creation of "special cities" that would separate designated cities from prefectures in order to eliminate dual administration, making this a topic of historic importance.
Through this class, students will gain an understanding of the current challenges facing the local government system and consider reform measures.
Regardless of the content of the syllabus below, students will also be able to address their own concerns.
Discussions will be held during the first class.
This class aims to cultivate specialized academic expertise and research competencies at a level superior to that of the Master's Program.
Participants will read the minutes of each meeting to understand the current state of deliberations at the 34th Local Government System Research Council, which will be launched in January 2014. Participants will divide up the work, present and discuss the materials and discussion status of each meeting.
Regardless of the content of the syllabus below, participants will also be able to address topics that are of concern to each participant.
This will be discussed during the first class.

首相の諮問機関である第34次地方制度調査会（地制調）が26年1月に発足した。今次、地方制度調査会のテーマは、職員が不足する中でも行政サービスを維持していくために市町村の事務の一部を国や都道府県に移すなど、分権改革とは逆行する課題を議論する。２０２７年度の答申を目指す。
人口が集中し、経済活動の拠点となっている大都市の在り方についても審議する。全国の政令指定都市でつくる「指定都市市長会」は、二重行政の解消に向け、政令市を道府県から独立させる「特別市」の法制化を訴えてきていおり、歴史的な重要テーマとなる。
この授業を通じ、地方制度が今日抱えている課題を把握し、改革方策を考察する。
なお、下記シラバスの内容に関わらず、受講者各自が抱えるテーマについても、取り上げる。
