The aim of this course is to analyse various human rights and labour rights issues from global and local perspectives, to understand the roles and behavioural principles in addressing these issues observed by various actors such as international organisations, governments, business enterprises, trade unions and NGOs, and to offer analytical perspectives for relevant policy making. Furthermore, the participants use the analytical methods acquired through this course to write a thesis.
A trend among business enterprises trying to address global-level social issues has been observed along with the emergence of international community's goals and movement for a sustainable society, such as the SDGs and 'Business and Human Rights'. Child labour, forced labour, discrimination, violations of the right to organise and collective bargaining and hazardous work are the challenges not necessarily provoking a sense of affinity among Japanese business community. However, those issues are connected to us through global supply chains of multinational enterprises. Similar issues exist in workplaces in our community that need to be re-examined from an international perspective, for instance the challenges faced by foreign migrant workers in Japan.
This course will review the international instruments concerning business and human rights, i.e., UN Guiding Principles on Business and Human Rights, OECD Guidelines for Multinational Enterprises on Responsible Business Conduct, and ILO Tripartite Declaration of Principles concerning Multinational Enterprises and Social Policy. It will then analyse the efforts being made by various actors, including international organisations, governments, business enterprises, trade unions and NGOs, from their respective standpoints and approaches towards the realisation of decent work as set out in the SDGs, and discuss possible policy measures in Japan.

この授業では、様々な人権と労働の課題をグローバルとローカルの両視点から分析し、課題解決のために国際機関、政府、企業、労働組合、NGOなど多様なアクターが果たそうとしている役割とそれぞれの行動原理を理解したうえで、必要な政策の視座を持てるようになることを目標とする。更に、本授業を通して得た分析手法をもとに、論文執筆に結び付けることができる。

SDGsや「ビジネスと人権」といった持続可能な社会に向けた国際社会の目標や動向を背景として、グローバルな社会課題に向き合おうとする企業が増えてきている。児童労働、強制労働、差別、団結権・団体交渉権の侵害、危険労働など、日本では一見縁遠く思える労働課題も、多国籍企業のグローバルサプライチェーンを通じて私たちとつながっている。また身近な職場でも、外国人労働者が抱える課題など国際的な視野で検討すべき課題がある。
本授業では、「ビジネスと人権」に関する国際文書（国連指導原則、OECD多国籍企業行動指針、ILO多国籍企業宣言）を概観したうえで、SDGsにも掲げられたディーセントワーク（働きがいのある人間らしい仕事）の実現に向けて、国際機関、政府、企業、労働組合、NGOなど多様なアクターが行っている取組みをそれぞれの立場に立って分析し、日本の関連政策のあり方について議論したい。
