To study sustainability of global capitalism, and its policy responses, it is indispensable to consider backlashes to the extreme globalism including such issues as US-China trade war, global financial crisis, anti-EU sentiment, America-first.
Controversy by A. Smith with mercantilists borough about political economy. Trade policy and growth strategy will be the determinants of positioning of countries in the world system. Competition by the center country and the emerging ones will make economic frictions which in turn make other competitions. This will make global power shifts. The automobile industry is being transformed by autonomous driving, ride sharing, and the shift to electric vehicles. And there is the transformation of the banking industry and the emergence of new finance as cashless transactions spread and reduction of real offices. Explanations will be given to new trade policies coping with IoT and the 4th industrial revolution.

グローバル資本主義の持続可能性と政策対応が問われている。行き過ぎたグローバリズムへの反動として，米中貿易戦争，グローバル金融危機，反EU，自国第一主義などが生じてきたことを学ぶ。

産業のあり方と豊かさをめぐるA.スミスと重商主義者の論争が経済学を生み出した。通商政策と成長戦略・産業政策の成否が世界システム内での各国の地位を決める。中心国と新興国との政策的な競合を生むからこれが新たな摩擦となり，さらなるグローバル・パワーシフトにつながる。また，自動運転とライドシェア・EVシフトによって自動車産業は変貌し，キャッシュレス化とリアル店舗の削減によって銀行業が変貌する。IOTと第4次産業革命に対処するための通商政策について考えよう。
