The course gives basic knowledge of social policy ,especially of social security. Then students are able to understand and think the functions of social policy in present times and problem of policies.
The course gives basic theory of social security policy and income security (cash benefit). It includes history of the policy, functions of institutions, recent trend of policies and problem of institutions.

社会政策（社会保障）の基礎知識を習得し，現代において社会政策が果たしている機能，制度が抱えている諸問題を理解し，考察する能力を身につける。
The course gives basic knowledge of social policy ,especially of social security. Then students are able to understand and think the functions of social policy in present times and problem of policies.
社会保障の基礎理論および現金給付制度について解説する。生活保護など低所得者向けの所得保障制度はベーシック・インカムや給付付き税額控除制度など新しいアイデアが出されている。年金制度は国民の生活と日本経済を左右する大きな制度であり、全国民的関心を集めている。これらが理解できるように、社会保障の歴史，制度の仕組み，近年の動向，政策課題など総合的に取り上げる。国際比較をしつつ，日本の社会保障制度の特質を明らかにする。
