To understand the Japanese tax systems and tax policies from the perspective of international comparison and history.
This lecture focuses on the history and international comparison of tax systems as one perspective for understanding the disputes regarding tax policy. The tax system of each country reflects the historical, political, economic, and social background of that country. Students gain an understanding of the formation process of the Japanese tax system while recognizing its political, economic, and social background and then it will be compared with international systems to clarify the disputes regarding current tax policy.

To understand the Japanese tax systems and tax policies from the perspective of international comparison and history.
本講義は租税政策上の争点を理解するための一つの視点として，租税制度の歴史と国際比較を重視する。各国の租税制度はその国の歴史や政治的・経済的・社会的な背景を反映している。日本の租税制度の政治的・経済的・社会的背景を意識することでその形成過程を理解し,そこに国際比較を加味することで，現在の租税政策上の争点を明確化する。
This lecture focuses on the history and international comparison of tax systems as one perspective for understanding the disputes regarding tax policy.
