Understand the local government finance system and functions.
It is difficult to overestimate the significance of local public finance, especially in Japan and particularly in the present. This course will explain why. We begin with the basic facts and data on the functions and institutions of local government in Japan, and then go on to examine how Japanese local government is finance and where it spends those monies. In the course of our studies, we learn the essential facts concerning local government finance in addition to their institutional and historical contexts.

地方財政の制度、機能そして課題を理解する。
Understand the local government finance system and functions.
地方財政の意義は、特に日本では現在過大評価することは困難である。本講座では、その理由を説明する。まず、日本の地方自治体の機能と制度に関する基礎知識と現在のデータを学び、次に、日本の地方自治体の財政がどのように流れ、どこにそのお金を使うのかを勉強する。その過程で、地方財政に関する本質的な事実と、その制度的・歴史的な背景を学ぶ。
