Understand the local government finance system and functions.
Japanese local finance is challenged by a multiplicity of issues. These challenges include ageing and depopulation, ageing infrastructure, declining economic competitiveness, increasing energy and other material costs, climate change and worsening disaster risks, and other factors that increase expenditures but also undermine local tax revenues. Local finance policymakers and experts have therefore sought to implement measures to bolster local fiscal sustainability. This course examines the challenges, the policy responses, and the related fiscal measures.

地方財政の制度、機能そして課題を理解する。
Understand the local government finance system and functions.
日本の地方財政は、様々な問題を抱えている。高齢化と過疎化、インフラの老朽化、経済競争力の低下、エネルギーコストや鉱物資源コストの上昇、気候変動や災害リスクの増大など、支出が増える一方で、地方税収が減少する要因もある。そのため、地方財政政策立案者や専門家は、地方財政の持続可能性を強化するための方策を模索してきた。本講座では、その課題、政策対応、関連する財政措置について検討する。
