The objective of this lecture is to provide an overview of Japan’s financial situation and history of its tax administration for students to understand the legal framework of taxation.
Knowledge of the general theory of tax law is indispensable for understanding taxation substantive law. An overview is given of what taxation is, and what are its basic principles and interpretation principles, and what should be done when there is a dispute regarding taxation. The lecture will proceed according to the textbook, lecture notes, and course outlines distributed in each class.

本講義では、わが国の財政状況及び税務行政の沿革を概観したうえで、租税に関する法的なしくみを理解することを目的とする。
The objective of this lecture is to provide an overview of Japan’s financial situation and history of its tax administration for students to understand the legal framework of taxation.
租税実体法を理解するためには、租税法の総論に関する知識は必要不可欠である。租税とは何か、その基本原則・解釈原理とは何か、課税処分に対して異議がある場合にはどうするのか、租税回避とはどのような行為を指すのかといったことについて概説する。なお、講義はテキスト、レジュメに沿っておこなう。
