【Course Objectives】

 The objectives of this seminar are deepening understanding of contemporary public finance, discovering and researching issues of economic policy using subject matters in government finance, making presentation and discussion on those results, and developing the ability to write academic papers.

【Course Contents】

 Public finance (the system whereby governments collect taxes and uses them to fund public services) plays a large role in contemporary economy. Among the advanced nations, Japan has a relatively “small government system,” but it cannot avoid the increase in expenditures due to the declining birth rate and the aging of society. In addition, although the tax burden in Japan is low, repeated public investments and income tax reductions have left the country with a massive public debt. The precondition for discussing tax increases to deal with this is building a “trustworthy government system.”
 In this seminar, students will first read basic literature on contemporary public finance. They will then make presentation and discussion and write papers on themes they select from such fields as the tax system, social security, public investment, pubic debt, budget system, government decentralization, the Financial Investment and Loan Program, public enterprises, foreign policy, and foreign government public finance.
 Students are required to identify problems, gather materials, conduct studies and analysis, and proactively present and discuss their findings.
