【Course Objectives】

This course aims to acquire the ability to consider and examine various international problems from the perspective of international law.

【Course Contents】

 There arise various international problems (*) on a daily basis in the current international society, most of which hold some aspects of international law. This seminar aims to enhance the ability to find such legal aspects and examine, based on the relevant facts, various international problems from the perspective of international law.
 More specifically, in each class, one presenter will make a presentation on the international problem which he/she will have chosen according to his/her interest, followed by a discussion among all the participants under the direction of a facilitator student. This debate will be based on the comments submitted by all the participants by the day before.
 Every student will be a presenter and a facilitator at least once for each. They are suggested to choose from the chapters in the designated text an international problem on which they will make a presentation, but they are not prevented from choosing other topics not dealt with in the text if they would like. In the latter case, presenters are required to designate another text such as an academic article for other participants’ preparation for the class.
 At the end of the semester, every student will be required to submit their final report based on the discussion in class.

*“An international problem” in this context typically refers to a dispute between States (e.g. territorial disputes or international armed conflicts) or a global issue to be addressed in collaboration by the whole international society (e.g. environmental problems), but also includes a domestic measure or problem that has such an international influence as to provoke some responses other than protest, namely, condemnation, recognition or support etc., from other states or international organizations (e.g. creation of a new State as a result of independence of an area from the original State or human rights problems). In addition, notwithstanding some deviation from the original meaning of the word “problem”, it also includes some collaborative measures to enhance common interests among States (e.g. promotion of free trade).
