【Course Objectives】

Administrative Law in order to reach a valid conclusion for problems concerning both of these areas. In other words, while it is doubtful that a valid solution can be reached with just the abstract principles and legal principles of the Constitution, on the other hand there are also problems where it is difficult to derive a persuasive argument with only the individual administrative laws and regulations without considering the fundamental principles of the Constitution.
 In this seminar (1) Participants are expected to be second,third and forth-year students who wish to study Administrative Law (formally or to review one more time) following Constitutional Law. (2) Third and fourth-year students who wish to dig into the state and operation of the administrative system from the perspectives of Constitutional and Administrative Law are also welcome to participate. (Consideration will be given to the balance between different class years in regard to the reporting assignments.)
 The “fundamental” aspect of the “Fundamentals of Constitutional and Administrative Law”, which is the topic of this seminar, includes not only mastering a rudimentary knowledge of Constitutional and Administrative Law but also contains the message of thinking about the “essence” which forms the foundation of those areas ("fundamentals" does not necessarily mean the same thing as "rudiments"). If the students are able to concretely understand that even one topic has various problems and perspectives to examine, then the objective of this seminar has been achieved for the time being. This type of study is particularly beneficial for those students who aim to become legal professionals and civil servants or work at private companies (corporate law and other departments).

【Course Contents】

The classes will raise specific themes concerning both Constitutional Law and Administrative Law to (1) confirm basic matters, (2) examine related judicial precedents, and (3) examine the specific operation and other aspects of systems.
 Specific topics will cover the cases about the fundamental human rights, the local self- government and the current topics , which concern the theory of Constitutional Law and The classes will raise specific themes concerning both Constitutional Law and Administrative Law to (1) confirm basic matters, (2) examine related judicial precedents, and (3) examine the specific operation and other aspects of systems.
 Specific topics will cover the cases about the fundamental human rights, the local self- government, the environment, the management of information and otherwise the current topics , which concern the theory of Constitutional Law and Administrative Law .The instructor would like to raise these topics at the beginning to examine several arguments, but these topics will ultimately be decided according to the wishes of the students.
 In addition, the instructor would also like to provide an opportunity for the students to deepen their understanding by listening to a guest speaker talk in reference to these topics, and the training for the art of writing on the legal topics.
