【Course Objectives】

Law is one type of social norm, and it has an effect on "people." Therefore, "studying in the College of Law and Politics" requires students to have an uncommon level of interest in society and people as well as to continue learning. In this class, students will use "real problems faced by local communities" as subject material to cultivate the ability to think logically, learn how to align opposing interests, and increase their interest in society and people through their studies in the College of Law and Politics. In addition, the objectives for this academic year are to have students "discover" issues faced by local communities, think about the state of regional development from various perspectives including tourism policy, and cultivate the ability to derive "solutions" to the issues.

【Course Contents】

1. Students will think from various angles about "how studying in the College of Law and Politics is connected to society." Through studying in the College of Law and Politics, students will cultivate various abilities which are required in society such as the ability to think logically, gather information, and align different interests. The objective is to become able to effectively apply these skills which can be learned in the College of Law and Politics under real-world conditions. This will enhance various abilities which were cultivated through previous studies in the College of Law and Politics.
2. The materials covered in the seminar are based on "real issues faced by local communities" which are among the most complex problems occurring in the real world and are believed to be difficult to solve. The reason why "real issues faced by local communities" are being used as material is because there are multiple "interested parties (stakeholders)," and the interests are entangled in complex ways, which naturally makes it difficult to align interests and derive a solution. Using "real issues faced by local communities" as material to analyze and examine the statements and situations surrounding each stakeholder will enable the students to learn and master various abilities which cannot be learned in the typical seminar such as the abilities to discover issues, analyze, resolve issues, take action, and communicate.
3. In order to cultivate fundamental knowledge and the perspectives required to analyze community planning, students in this class will examine the literature about legal systems (the three community planning laws, etc.), city center revitalization, tourism policy, and the formation and revitalization of regional communities in addition to acquiring knowledge about the external environment (social problems such as the low birthrate and aging society and technology innovations of the Fourth Industrial Revolution).
4. In order to develop the perspectives required to discover the problems and issues faced by local communities and search for solutions, students will conduct interview surveys of regions introduced as precedents for regional revitalization and regional development. The interviews will be conducted by breaking into six groups for each interested party (government, private companies & tourism association, Chamber of Commerce and Industry & banks, shopping district, incorporated NPOs, and residents (including primary industries)).
5. Continuing from the previous academic year, this year’s seminar(the previous academic year conducted in Shiki city, Kawagoe City,Ogano town(Saitama Prefecture) and Yokosuka City (Kanagawa Prefecture)) ,Katsushika city(Tokyo Prefecture)) is scheduled to survey and analyze the present state of city center revitalization and the structure of revitalization as well as making and implementing specific suggestions for regional revitalization together with people from the regions (details about the cooperating companies and target regions will be posted as needed on the official seminar Facebook page).
6. In order to cultivate the abilities required to make concrete proposals, sub-seminars and study sessions will be separately convened outside of the seminar class hours.
