Tourism policies are not proceeded only by tourism departments (such as Japan Tourism Agency) but also by other related departments. It is important to understand tourism policies from the following view points;
(1) Comparison between general policies and tourism policies.
(2) Comparison of Tourism policies by the national government and by local governments.
(3) Policies by tourism departments and by other related departments such as those of economics, urban planning, heritage conservation and environment.
(4)The role of government in tourism considering roles of stakeholders such as enterprises, citizens groups and tourists.
(5)The historical transitions of tourism policies to understand the characteristics and roles of the policies.
(6) Relationship with the social, economical environment and tourism polies
Through the lectures, students will understand not only about each policies but also about significances of government for tourism studies.
The lectures will consist of the three topics: ①understanding the characteristics of current tourism policies from the viewpoint of the national and local governments, ② historical understanding of tourism policies, and ③ on the basis of ① and ②, we will discuss new topics of tourism policies in the future, such as the SDGs of tourism and tourism resilience.

観光行政は観光庁のみによるのではない。国と地方の関係性や行政の多部署による関わり、民間事業者等との役割分担、過去からの歴史的展開、政策の国際比較という視点を通じて、行政が観光に関わる意義や役割を理解することが重要である。そこで、行政による観光への介入を次の6つの視点から論じ、観光政策に関する本質的な理解を目指す。(1) 政策一般と観光政策の対比、(2) 国と地方自治体の対比、(3) 観光専門の行政と周辺領域行政、(4) 行政と民間事業者、住民、観光客、(5) 過去―現在―未来、（6）社会状況と観光政策の関係性
以上の視点から、観光政策の1つ1つを理解するのに留まらず、行政が観光に関与する意義を総合的・学術的に考察できるようにする。

講義は大きく分けて3つのパートから構成される。第1に、現在の観光に関する政策を理解することである。国と地方の双方の視点から論じる。第2に、歴史を遡るパートである。現在の観光に関する政策に至る背景を歴史から論じ、行政による観光への介入の意味を理解する。第3に、過去及び現在の政策展開を踏まえた上で、これからの観光に関わる政策に求められる視点を論じる。
