In modern society, poverty and social exclusion are widespread, and civic participation that underpins democracy is declining. Under these circumstances, there is a need to rebuild communities based on people's trust and solidarity, and to revive autonomy and democracy based on communities. In community development theory, based on the awareness of the above issues, students will learn about various ways of community development through the specific practices of civil society organizations such as NPOs.
Community development means the process of creating communities and solving various social problems by citizens' participation and cooperation. Community development includes various dimensions. We will understand many aspects of community development while focusing on British community development theory, especially community organizing.

現代社会では、貧困や社会的排除が広がり、民主主義を支える市民参加も衰退している。こうした中で、改めて人々の信頼や連帯を基盤にコミュニティを再構築すること、そして、コミュニティを基盤とした自治や民主主義の再生が求められている。コミュニティ開発論では、以上のような問題意識を元に、NPOをはじめとする市民社会組織の具体的な実践を通して、多様なコミュニティ開発のあり方について学ぶ。

コミュニティ開発とは、人々がコミュニティを創り出し、協力・連帯しながら、市民生活における様々な問題を、行政や企業などとも連携しながら解決していくプロセスを意味している。そこでは、①居場所における当事者を軸としたミクロなコミュニティの形成、②コミュニティが実践主体として成長していく組織化・法人化、③多様なコミュニティをヨコで連携していくインフラストラクチャーの発達、④ソーシャル・アクション（社会運動）による政策・制度の変革を通じての社会問題の解決、⑤自治的な地域社会の形成といった多様なフェースがある。このようなコミュニティ開発について英国のコミュニティ開発論、とりわけコミュニティ・オーガナイジングに注目しながら英国を中心とした海外事例などにも触れながら理解を深めていく。
