To understand the division of roles between the national and local governments in the fiscal system to maintain the welfare state system, and to be able to read data on the fiscal situation of local governments.
In order to implement social security systems, it is essential to have a fiscal system that secures costs and allocates them appropriately. Many of Japan's social security systems are implemented by local governments, and local fiscal systems have been formed to guarantee the national minimum.
In this class, we will explain the basic theories of public finance, the structure of Japan's local government finance system, and the fiscal system focusing on social security. Based on this understanding, students will learn how to analyze data on the actual situation and regional disparities in the implementation of social security and appropriate fiscal management in each local government through the preparation of report assignments.

福祉国家体制を維持するための財政制度における国と地方自治体の役割分担を理解するとともに、地方自治体の財政状況に関するデータを読むことができるようにすること。

社会保障制度を実施していくためには、費用を確保し適切に配分する財政制度が不可欠である。日本の社会保障制度の多くは実施主体が地方自治体に委ねられており、ナショナル・ミニマムを保障するための地方財政制度が形成されている。
この授業では、財政学の基本的な理論、日本の地方財政制度のしくみ、社会保障に焦点を当てた財政制度について解説していく。これらを理解したうえで、各自治体において適切な社会保障の実施と財政運営がされているか、その実態や地域格差の状況をデータで分析する方法を、レポート課題の作成を通して学んでいく。
