【Course Objectives】

To understand the division of roles between the national and local governments in the fiscal system to maintain the welfare state system, and to be able to read data on the fiscal situation of local governments.

【Course Contents】

In order to implement social security systems, it is essential to have a fiscal system that secures costs and allocates them appropriately. Many of Japan's social security systems are implemented by local governments, and local fiscal systems have been formed to guarantee the national minimum.
In this class, we will explain the basic theories of public finance, the structure of Japan's local government finance system, and the fiscal system focusing on social security. Based on this understanding, students will learn how to analyze data on the actual situation and regional disparities in the implementation of social security and appropriate fiscal management in each local government through the preparation of report assignments.
