The purpose of this lecture is to explain the basic knowledge of the overall Policy Process.
And another purpose of this lecture is to be able to observe and evaluate the actual Policy Process using basic knowledges.
If the policy process is viewed in a stepwise and linear manner, it proceeds as follows； Agenda setting → policy proposal formulation → decision making → implementation → evaluation.
The purpose of this lecture is to analyze these various policy processes, to introduce the academic disputes and models developed in these processes, and to acquire basic knowledge about the overall Policy Process.
In this lecture, abstract topics will be explained. However, explanations will be given while connecting them to current concrete topics.

政策過程全般についての基本的な知識の習得を目標とする。
また、それらの知識をもとにして、実際の政策過程を観察し評価できるようになることを目標とする。

政策過程を段階的・直線的に捉えると、アジェンダ設定→政策案策定→決定→実施→評価といった流れで展開されていく形となる。
本講義では、これらの政策の諸過程を考察し、そこで展開されている学術的な議論やモデルを紹介し、政策過程全般についての基本的な知識を習得することを目標とする。
抽象的な議論の中にも時事的な話題を入れながら授業を進めていきたい。
