【Course Objectives】

Understanding the basic structure of local administration, touching on the current situation and issues today's local governments face, while considering the concepts of local autonomy.

【Course Contents】

We are exposed to government services and regulations in various aspects of daily life. Moreover, in Japan, most are administered through local government. Why is that so? What is the problem? In each session, we will establish questions according to each theme, considering why there are systems, policies, and practices that are commonplace to us, and what is being asked. At this time, while conducting group discussions as appropriate, we will invite active mayors, members and administrative staff as guest speakers, deepening our understanding of the relationship between local government and its related policy trends, autonomy and democracy. Coupled with the current trend of reform called “Governance theory", in recent years, the role of government and the state of the community is being re-examined. Therefore, students will explore the realities of local autonomy, while watching foreign films in class.
