Efforts have been initiated to address social issues through cutting-edge and nascent technologies such as information engineering and biomedical sciences. Dubbed as "leave no one behind" technologies, they are anticipated to aid the disadvantaged in particular and dramatically enhance the human condition. However, such attempts can have a profound impact on social life in general, as they transform what was once only an "accident" into a "choice." The enhancement of physical and cognitive functions, decision support by AI, and the possibility of gene editing are quintessential examples. This lecture will therefore delineate the possibilities and hazards of advanced and emerging technologies, and ponder the future of technology and human society.
This lecture endeavors to empower students to: (1) grasp various practices pertaining to the enhancement of human abilities and qualities, (2) assess their potential and hazards, and (3) independently contemplate the ethical applications of science (technology).

情報工学や生物医科学などの先進・新興技術によって、社会課題を解決しようという試みが始まっている。それらは「誰も置き去りにしない」技術として、特に不利な立場にある人々を支援し、人間の状況を劇的に改善すると期待されている。しかし、そうした試みは、これまで「偶然」たった事柄を「選択」に変えるために、社会生活全般に大きな影響を及ぼす可能性がある。身体や認知機能の強化、AIによる意思決定支援、遺伝子編集の可能性はその代表事例である。そこで本講義では、先進・新興技術にどのような可能性とリスクがあるのかを概説し、技術と人間社会の未来について考える。

本講義では、履修者が①人間の能力や資質の強化に関わる諸実践を理解し、②その可能性とリスクを評価することができ、③科学（技術）の善用について、自律的に考察できるようになることが目指される。

| 1 | ガイダンス：STI for SDGs 先端科学が人間の諸能力や資質にどのように関わろうとしているのか、そこにはどのような思想があるのかを概説する。 |
| 2 | 先進・新興技術の倫理 病気の治療と、能力や資質の強化は、どちらも生物医科学的な技術が使われるが、そこにはどのような違いがあるか、あるは無いのか。それを区別することは可能なのかを概説する。 |
| 3 | 身体強化の可能性：身体障がい支援からサイボーグ化まで サイボーグ化、パワードスーツ、遺伝子編集の最新の取り組みは、身体にどのような変化をもたらすことができ、またどのように実践されているのかを概説する。 |
| 4 | 身体強化のリスク この取組には、超人を、あるいはフランケンシュタインを作り出すのではないかという懸念がある。また軍事利用に関する恐れもある。そうした懸念や恐れ、そして規制のあり方を概説する。 |
| 5 | グループ討議：パラリンピックとドーピングについて オリンピックには、アンチ・ドーピングという規定がある。この規定は、パラリンピックにおいて問題を生じさせている。優れた義肢装具は不正なのか、これを論じ合う。 |
| 6 | 認知強化の可能性：知的障がい支援からスマートドラッグまで スマートドラッグ、経頭蓋磁気刺激、脳深部刺激といった取り組みは、認知機能を強化し、優れた判断を可能にすると期待されている。それは、どのように利用され、どの程度普及しているかを概説する。 |
| 7 | 認知強化のリスク 認知強化は、格差社会をさらに広げる可能性や、自由や自律性を脅かすのではないかという懸念が持たれている。認知強化には、どのようリスクがあるかを概説する。 |
| 8 | グループ討議：アカデミック・ドーピング検査について ADHDの学生は認知機能強化剤を処方されていることがある。これは許されているのに、なぜ健常者はダメなのか。これを論じ合う。 |
| 9 | 道徳強化の可能性：人格障がい治療から人間本性の改善まで オキシトシンやドーパミンには、共感能力を向上さる効果がある。これは、人びとの向社会性を強化したり、夫婦や親子の絆を強化するために、すでに用いられていることを概説する。 |
| 10 | 道徳強化のリスク 共感能力の強化や愛情の強化には、真正性を毀損し、尊厳を傷つけるのではないかという懸念が持たれている。こうした懸念が、どの程度妥当なのかを概説する。 |
| 11 | グループ討議：気候変動問題と脱抑制について 有権者や為政者は、他者を思いやることが求められる。この能力を選挙前に強化することは、民主主義に反するのか、反しないのか、これを論じ合う。 |
| 12 | 意思決定支援システムの可能性：スマホからアドバイザーAIまで 意思決定支援システムは、すでに日常にあふれている。リコメンデーションはその一つであり、スマホの主たる機能になりつつある。その是非を概説する。 |
| 13 | 意思決定支援システムのリスク 意思決定支援システムは、人びとがそれに依存する傾向が増すにつれ、個人の自由や自律性を毀損するかもしれない。こうした懸念が、どの程度妥当なのかを概説する。ムのリスク |
| 14 | グループ討議：決める自由と任せる自由について 先端科学は、これまで偶然であったもの、それゆえに許されてきたものを選択に変えることで責任を増大させている。これは好ましいのか、そうではないのかを論じ合う。 |
