The aim of this class is to understand the theoretical and empirical arguments surrounding welfare state emergence, reduction, and reform by studying cases in advanced industrialized democracies, such as Japan and European nations.
Despite the fact that advanced industrialized nations face similar challenges such as globalization, post-industrialization, and an aging society, reforms to update the social protection system differ greatly among nations. This class will look into the politics behind welfare state emergence and reforms.
The first ten classes will consist of critically reading texts and conducting text-based discussions, the rest will be allocated to individual student presentations. Please be aware that some of the texts used in this class will be in English.

本授業では比較政治学、政治経済学の知見に基づいて、福祉国家の発展・縮減・再編に関する理論研究と実証研究に関する動向を把握することを目標とする。理論研究・実証研究それぞれにおける最先端の議論を理解し、それらを自らの研究に生かせるようになることを目指す。
The aim of this class is to understand the theoretical and empirical arguments surrounding welfare state emergence, reduction, and reform by studying cases in advanced industrialized democracies, such as Japan and European nations.
第二次大戦後、多くの先進国で福祉国家が成立したが、一口に「福祉国家」といってもその形は多様である。なぜ各国で異なるタイプの福祉国家が誕生したのか、福祉国家が発展・変化・持続するのはなぜなのか。グローバル化や産業構造の変化、少子高齢化といった共通の課題に直面しているにもかかわらず、なぜそうした変化に対応すべく社会保障制度をアップデートすることができた国と、できていない国があるのか。こうした違いは政治のあり方によって生み出されており、本授業では比較政治学や政治経済学の視点から多様な福祉国家について考えていく。
授業の前半は全員で共通のテキストを輪読しての議論、後半は各自の問題関心に沿った研究発表を行ってもらう。なお、輪読するテキストには英語文献も用いる（２〜３回程度）。

予習：指定された課題文献を読み、内容を理解し、授業で文献の内容に基づいたディスカッションができるように準備してくること。各回とも全員が課題文献を読んできていることを前提に議論を進める。加えて、報告担当者は該当文献を読んだ上で、関連する書籍や知見を踏まえたレジュメを作成し、授業時に発表できるように準備をすること。
復習：授業で扱った内容や分析手法を用いて、各自自身の研究を進めること。
その他：日常的に新聞やニュースに目を通したり、関連する書籍や論文を読んで、自分の問題関心やテーマについて情報収集や知見を深める作業を行うこと。
