【Course Objectives】

Graduate students learn the basics of policy legal affairs, especially local government legal affairs. The goal is (1) to be able to objectively and analytically grasp public policy issues. (2) Understand the systems for solving public policy issues. (3) Examine how to apply it to actual administrative activities.

【Course Contents】

Policy legal affairs are the realization of policies, especially in local governments, through various legal activities such as the interpretation and application of laws and regulations, revision and enactment of ordinances and rules, new enactment, and litigation. We will take up each of the specific issues that local governments are facing today (e.g., decisions on public welfare, measures for same-sex couples, human rights issues for foreign residents, measures against vacant houses, regional transportation, etc.), and study the status of each issue, the establishment and application of the law, and how local government ordinances are established to solve the problems.
