【Course Objectives】

In this class, we will observe the relationship between local governing concepts/bodies and community/non-profit organizations through a survey of contemporary problems facing Japanese local government initiatives and organizations.

【Course Contents】

Although the trend in recent years of decentralization and the privatization of public services in advanced industrial nations has its origins in cost-cutting by governments facing large financial burdens, a variety of actors have stepped in to provide solutions to support regions and communities affected by these changes. This can be called a form of governance and it is a current and worldwide trend. In Japan as well, this trend is having a big impact on the environment governing bodies find themselves, and coupled with the large-scale municipality mergers, there is a growing interest in the community as the fundamental unit of governance and the non-profit sector as the main supplier of services.
In this class, the aim is to learn the fundamental concepts surrounding local government and non-profit organizations using changes such as those mentioned above as the groundwork.
The first half of this class will consist of critical reading of the base text and academic papers (including English papers as required). In the second half, each student will present on a problem they are interested in, and then the whole class will discuss the issue.
