Based on the fact that cultural policy is public policy, students will deepen their understanding of the relationships between culture and society, and the specific content of cultural policy. Students will reconsider cultural policy from the perspective of social design, and consider social design from the perspective of culture.
Starting with thinking about what is "culture and the arts", that is the object of cultural policy, we will give an overview of public cultural policy by the national and local governments, and civic cultural efforts such as by business companies. Among historical changes in cultural policy, we will focus on developments in the last 30 years when the situation has changed dramatically.
In addition, the scope of "culture" described here shall be wide, stretching from art culture in a narrow sense, to culture rooted in the history of local communities, and culture as a human activity to live better. We will also invite guest lecturers and visit cultural facilities.

文化政策は公共政策であることを踏まえ、文化と社会の関係性や、具体的な文化政策の内容について理解を深める。社会デザインの視点で文化政策を捉えなおし、かつ、文化の視点から社会デザインを考える。

文化政策が対象とする「文化、芸術、アート」とは何かを考えることからはじめ、国や自治体による公共政策としての文化政策、企業をはじめとする民間の文化の取り組みについて概観する。特に文化政策の歴史的な変遷のなかでも、大きく様変わりした直近30年の展開を重点的に扱う。
なお、ここでいう「文化」の範囲は、狭義の芸術文化から、地域社会の歴史に根ざした文化、よりよく生きる人間の営みとしての文化まで、幅広いものとする。ゲストを迎えてのレクチャーや文化施設等の見学（任意参加）も行う。

本科目は授業回の全てにおいて、理論等学術的な知見を踏まえつつ、担当教員の実務家としての経験、または研究成果を活かし、教員と学生との双方向の討論を重視した実践的な授業とする。学生には、課題の発表や討論など、授業での積極的な参加を期待する。
