Policy recommendation or advocacy are one aspect of social design that a citizen bears, but how should they be implemented in practice?
In the first place, "policies" implemented by government are one means of solving social problems, but what role do they occupy in solving social problems? Especially in the context of a sustainable society, what is policy and what is its position? In addition, what kind of relationship should policy have with citizens?
While taking up cases and policies of various social issues, and touching on policy evaluation that is essential to evolve better policies, we will ask, what is policy that takes responsibility for the public (public interest), and how should citizens get involved. Students will understand the principles and specific methods of policy, in particular, EBPM (Evidence Based Policy Making), which has been introduced in recent years in governments.
We will take up specific cases and policies of various social issues, while taking into consideration what policy is, its structure and principles, and its limits, and while also touching on policy evaluation that is essential to evolve better policies. Also, students will think about the principles and specific methods of policy, in particular, EBPM (Evidence Based Policy Making), which has been introduced in recent years in governments.
In addition, we will clarify how effective policy recommendations and advocacy is carried out by thoroughly understanding Japan's policy-making process, which is difficult to understand from newspapers and other media alone. (We also plan to hear from practitioners who are advocating policy, etc. from the perspective of citizens).
At the end of the lectures and exercises, students will mutually present their own policy recommendations and evaluations on existing policies to deepen their understanding.

市民が担う社会デザインの一つとして、政策提言やアドボカシーがあるが、どのように実践するのがよいのだろうか。
そもそも、政府によって行われる「政策」は社会課題解決の一つの手段であるが、社会課題解決において、どのような位置づけを占めるのだろうか。とくに持続可能な社会を考えた場合、政策とはどのようなものであり、その位置づけはどうなるのだろうか。また、市民との関係性はいかなるものであるべきなのだろうか。
様々な社会課題のケースや政策を採り上げながら、また、よりよい政策に進化させていくために不可欠な政策評価について触れながら、パブリック（公益）を担うための政策とは何か、そこに市民としてどう関わっていくのがよいか、その原則と具体的な手法について、近年、政府において導入が進むEBPM（Evidence Based Policy Making）を中心に理解する。

政策とは何か、その構造や原則、さらには限界を踏まえながら、様々な社会課題の具体的な事例や政策を採り上げ、また、よりよい政策に進化させていくために不可欠な政策評価についても触れながら、近年、政府において導入が進むEBPM（Evidence Based Policy Making）を中心に、その理論と具体的な手法を考える。
また、新聞等の報道だけではわかりづらい日本の政策決定プロセスをよく知ることを通じて、効果的な政策提言やアドボカシーはどのように行われるのかを明らかにする（市民の立場から政策等に対してアドボカシーを行う実務家の話を聞く機会も予定している）。
講義・演習のおわりには、各自の政策提言や既存の政策に関する評価の発表を相互に行い、さらに理解を深める。
We will take up specific cases and policies of various social issues, while taking into consideration what policy is, its structure and principles, and its limits, and while also touching on policy evaluation that is essential to evolve better policies. 春学期の「公共と市民社会」は、デモクラシー（民主制）や統治機構といった政治や社会における意思決定に関する理解を深めるためのものであり、必ずしも受講している必要はない。
なお、本講義で学ぶEBPMやロジックモデルといった論理思考は、それぞれの研究や論文執筆にも資するものであり、その観点からの受講も歓迎する。
研究科の学事・行事（報告会、進学相談会等）と授業時間が重複した場合、その日の授業についてはオンデマンド講義となる場合がある。
本科目は授業回の全てにおいて、理論等学術的な知見を踏まえつつ、担当教員の実務家としての経験、または研究成果を活かし、教員と学生との双方向の討論を重視した実践的な授業とする。学生には、課題の発表や討論など、授業での積極的な参加を期待する。
