The aims of this course are to understand disaster prevention policy and the legal system for disaster prevention and response measures in Japan. In particular, in this course, students are expected to be able to analyze disaster prevention practices critically from the perspective of risk governance.
This course deals with the following case studies:
・Prevention of and response to flooding, earthquakes, tsunamis, volcanic eruptions, and landslides;
・The role of volunteers and private businesses;
・Horizontal mutual support between local governments; and
・City planning and land use planning to reduce disaster risk.

自然災害を中心に、国及び地方公共団体等による予防から応急、復旧・復興の政策過程を対象として、防災政策の理論と諸制度を体系的に理解するとともに、災害類型ごとの事例分析を通じて、防災政策の課題と改善方策について考究する。
The aims of this course are to understand disaster prevention policy and the legal system for disaster prevention and response measures in Japan. In particular, in this course, students are expected to be able to analyze disaster prevention practices critically from the perspective of risk governance.
授業では、講義とディスカッションを実施する。事例分析においては、防災政策に関連するその他の政策領域についても統合的に考察する。また、下からの補完性の原理に基づき自治体、国等の垂直的なガバナンスとともに、自治体間の相互援助、後方支援、NPOやボランティア・民間事業者等との公民の協働、国際機関との協調・連携など、多機関による水平的なガバナンスの視点から防災政策を俯瞰し、減災型社会を構築するための統合的な防災政策の在り方について検討する。
