Risk governance is a social co-operation of risk management among diverse stakeholders. In order for society to respond to risks with uncertainties, it is essential to enhance risk governance.
The aims of this course are to understand risk management and risk policy based on the theory and knowledge of risk science from a risk governance perspective.
Students are expected to understand theories and applications of risk management, risk communication, and risk governance through literature review and discussion. This course deals with the following case studies:
・The geological disposal of high-level radioactive waste;
・The Fukushima nuclear power plant accident;
・School risk management for tsunami disaster;
・The role of disaster volunteers;
・The provision of temporary housing for disaster victims; and
・Compensation for damage caused by elderly people with dementia.

リスク学の知見を踏まえ、様々な領域で展開されているリスク管理やリスク政策の事例を分析し、リスクガバナンス（多様なステークホルダーによるリスクの社会的な協治）上の課題を明らかにし、あるべきリスクガバナンスについて考究する。

授業では、講義とディスカッションを実施する。ケーススタディーでは、超長期の不確実性を特徴とする高レベル放射性廃棄物処分、福島原発事故を巡る帰還と移住、東日本大震災で被災した石巻市立大川小学校の事例検証、認知症高齢者の加害リスクと補償、応急仮設住宅の社会的備蓄、命の選択、ケアラー支援などの事例を扱う。研究者や実務家をゲストスピーカーとして招聘するとともに、映像資料や判例、議事録、報告書等を用いて分析し考察を深める。
Students are expected to understand theories and applications of risk management, risk communication, and risk governance through literature review and discussion. This course deals with the following case studies:
