【Course Objectives】

Students will learn the concepts and approaches of "human security" from both theory and practice. At the same time the purpose of the course is to deepen students' understanding while having a sense of the person concerned, from the perspective of "human security", on various global issues and measures, and on issues facing Japan as an advanced nation.

【Course Contents】

"Human security" is based on the theory of human development by economist Amartya Sen from India, and is a relatively new concept proposed by the United Nations Development Program (UNDP) in the Human Development Report 1994. Focusing on individuals and communities, the concept advocated the protection and empowerment of each and every human being for freedom from  "want" and "fear" threatening human security. Although various approaches to "human security" are possible, in this course, we will learn about the historical background, theoretical framework, conceptual spread, practice and issues, and related concepts from the perspective of crisis management in the international community.
In addition, we will reconsider the ongoing humanitarian issues in Ukraine, Syria & Afghanistan, the Great East Japan Earthquake and Japan's various issues from the perspective of "human security", and we will consider what perspectives the concept of "human security" originally proposed for developing countries can bring to bear on challenges facing advanced nations.
