【Course Objectives】

Although the European Union (EU) is facing complex crises, such as the Euro crisis, Brexit, the immigration and refugee crisis, Ukraine war and populism, it has been creating a mechanism called an “economic integration toolbox” for producing various policies to adapt to the globalization of economic activities, and this is also rich in suggestions for considering economic cooperation in Asia. In view of this, the objective of this class is to (1) to learn basic knowledge regarding the European economy based on the division of roles between the EU and its individual nations, (2) acquire the ability to give presentations and engage in debates by participating in EU seminars with the students of other universities, and (3) foster the ability to think about the regional integration of the world based on the basic knowledge of the EU politics and economic governance frameworks.

【Course Contents】

This seminar is conducted on the premise that the students will participate in the 10th EU Seminar to be held at the university’s Seminar House (Hachioji). The EU Seminar is held each year for 3 days and 2 nights sometime in September(Depending on the situation, it may be done via ZOOM). The EU Seminar is attended by approximately 100 students from different universities under the direction of representative EU researchers. The seminar in 2022 can be viewed at this link (https://iush.jp/seminar/report/EU/10/).
The seminar contents are divided into three sections. In the first section, students will acquire basic knowledge regarding the EU in a short time. In the second section, students will check the contents of the EU Seminar working group and gather the issues and additional information for working group they are participating in. Possible themes are the Euro crisis, Brexit, populism, energy and environmental problems, EU governance problems, and the EU’s economic sanctions on Russia. In the third section, after the EU Seminar, individuals or groups will write a paper on theme of their interest (Example themes: Euro crisis, banking alliances, relationship between the EU and Russia, immigration and refugee problem, comparison between the EU and Asia, comparison of the EU and mega regions like TPP and TTIP, EU labor policies, Agreement between the European Union and Japan for an Economic Partnership, EU labor problems, comparison of EU and ASEAN, etc.)
Separate guidance may be given to students interested in particular in the economic relationship between the EU and Russia, the economic relationship between the EU and China, the economic relationship between Russia and China, the economic relationship between Russia and Japan, the Belt and Road Initiative, or a comparison of Japanese and EU energy policies.
