【Course Objectives】

 The goals of this class are the following three. First, students should learn about the basic structure of local government and the history and concepts behind it, using Japan's local government system as a subject. Next, students will be able to analyze the current issues of local autonomy and think about the future of local autonomy based on the knowledge they have acquired. Ultimately, the goal is for students to be able to explain them persuasively to others.

【Course Contents】

 The basic system of local autonomy in Japan has remained stable since the Meiji period. On the other hand, the policies and political situation developed under the system have changed in various ways. In particular, since the 1990s, while administrative rationalization due to recession has been promoted, such as municipal mergers and tax and fiscal reform, the search for a new system to provide public services by various entities called "Governance" has begun, as in other countries. In addition, while new local political movements such as those of local political parties in Tokyo and Osaka are seen, new local policies by the central government such as ”Chihou Sousei” (the local revitalization policy) are also developed. In this class, the current situation of local autonomy, its background and changes will be examined from the viewpoints of politics and administration for each theme. In the class, basic terminology and knowledge on each topic are explained, but the focus is basically on the overall structure of the topic and the points at issue.
