The goal of this course is for students to acquire theories, principles, and analytical perspectives on administrative organizations and to be able to apply them to understanding various problems in the real world. In addition, this course is designed to teach students the peculiarities of the public service, the ethics unique to the public service, and public values.
In this course, students will learn empirical theories about administrative organizations such as national ministries and local governments. Empirical theory in the social sciences refers to the kind of logic that explains the activities of administrative organizations and bureaucrats, and the kind of perspective that makes it easier to understand patterns of behavior in administrative organizations. Public Administration I is more political science oriented, and content related to the management of administrative organizations is covered in Public Administration II. It is recommended to take the courses as a set if possible.

本科目を通じて、行政組織に関する理論、原理、分析視角を習得し、現実社会の諸問題の理解へ応用できるようになることがこの授業の到達目標です。また、公務の特殊性、公務特有の倫理観、公共的価値を学んで頂くことを目標として授業を行います。

行政学１では、国の省庁や地方自治体のような行政組織に関する実証的な理論を学修します。社会科学における理論とは、行政組織と官僚の活動を説明する法則のようなものや、行政組織の活動原理をわかりやすく捉えるための視点のようなものを指します。行政学１は政治学的な内容が多く、行政組織のマネジメントに関する内容は、行政学２で取り上げています。可能ならばセットで履修することをおすすめいたします。
