【Course Objectives】

The aim is to obtain an understanding of the actual situation regarding the administrative system of the country, including its relationship with politics and the relationship between the national and local governments.

【Course Contents】

The course aims to provide a practical understanding of the mechanisms for policy planning and operation in the national government from various perspectives. Starting with an image of the actual state of national civil servants, who are the driving force behind the administration of the country, the course will then sequentially outline the relationship with politicians who make up the cabinet, the adjustment process within the government, the relationship with the National Diet, the relationship with independent administrative agencies that oversee execution, and the mechanisms for document management and information disclosure that have become issues in recent years, as well as the meaning of policy evaluation. In addition, the course will deepen understanding of the functions and roles of local governments, which are at the forefront of solving social issues.

The textbook is intended to be used as a tool for each individual's preparation, review, and understanding, and is designed to be relatively easy to understand. However, it is not intended to be used directly in class, so it is up to each individual to decide whether or not to purchase it. For each theme, we recommend that you study according to your own interests, concerns, and understanding, such as by researching various books and literature, or by searching the web, rather than limiting yourself to the textbook.
