【Course Objectives】

●To acquire fundamental knowledge about social policy. Specifically, this course will focus on Social Security to understand the definition and classifications of Social Security, its origins, and the structure of the various systems (pension, medical, nursing, public assistance, and various welfare services).
●To understand the relationship between social policy and the political, economic, and social trends in Japan and other major foreign countries.
●To grasp the current situation and general future prospects of Japan as a welfare state.

【Course Contents】

●Due to a change in the class time starting from the 2019 academic year, the classes are scheduled to combine a basic lecture described in the following class plan description, a more academic short lecture, viewing of audiovisual materials, as well as the use of reaction papers.
●The spring semester will focus on fundamental theories concerning the definition and classification, etc., of social policy (social security) and cash benefit centered systems. Specifically, we will discuss the taxation based public assistance system, the social insurance based pension system, and labor insurance. The fall semester will cover the benefit in kind based system and the social security system, as well as the future prospects and history. Specifically, we will discuss the social insurance based health insurance and nursing insurance as well as the various tax based benefits in kind.
The classes will primarily explain the fundamental principles of the various systems and the mechanisms of Japan's current systems, but international comparative viewpoints, trends in policy research, and other diverse perspectives will be woven into the discussion at that time.
●Aiming for sharing various opinions and information of participants, time for small group discussions and free talk will be included in lecture time.
