【Course Objectives】

The goals of this course are to study the relationship between public finance and markets, to learn about fiscal issues facing Japan and other countries, to understand the significance and challenges of fiscal policy and public services, and to view familiar social issues from a fiscal perspective.

【Course Contents】

In this course, students will study fiscal science from both theoretical and practical perspectives. Currently, Japan is saddled with unprecedented government debt, and many people are concerned about the sustainability of public services in the future. Fiscal spending continues to expand, with the government recently considering expansion of childcare support policies under its "countermeasures against the declining birthrate of another dimension," as well as the largest-ever defense spending. The expansion of fiscal spending is not limited to Japan; many developed countries are also expanding their fiscal spending against the backdrop of the COVID-19 infection that has been raging since early 2020 and the Ukrainian crisis since 2022. Is this type of public finance sustainable? What are the ideal social security finances, local government finances, and fiscal policies? Why are various fiscal problems occurring in Japan? How can they be solved? Using the study of fiscal policy as a starting point, we will deepen our understanding of the issues facing contemporary society.
