【Course Objectives】

To compare Japan and other industrialized countries' policies concerning copper, lithium, rare earths and other critical minerals. The course will outline critical minerals' role in clean energy and decarbonization, and study the limits of ongoing policy measures.

【Course Contents】

This course compares Japan and other industrialized countries' policies concerning copper, lithium, rare earths and other critical minerals. These minerals are essential to clean energy and decarbonization, in addition to myriad other high-technology applications in aerospace, health care, national defence. The current and likely future demand for many of these materials exceeds supply capacities, necessitating costly and difficult countermeasures.

2	Examining critical minerals and 14 countries' critical mineral lists
3	Critical minerals in renewable energy, nuclear power, electric vehicles, smart cities, and other high-technology areas.
4	The mining and refining challenges: policy, capital, people, ESGs, and time
5	Copper: the essential enabler of electrification
6	Lithium: the big question in batteries
7	Rare earths: not rare, but plenty dirty
8	Japan's policies for critical minerals: can we mine the sea-bed?
9	America's policies for critical minerals: abundant resources but also ample opposition
10	Canada's policies for critical minerals: plenty of resources, but costly to develop
11	Collaboration via Earth MRI, Minerals Security Partnership, QUAD and other initiatives
12	How about recycling? Stock versus flow
13	Knowledge gaps in a critical area of political economy
14	Summary of where we are and where we appear to be going
