Social support for children and youths is divided into different areas such as "education," "welfare," "culture," and "justice." The division and poor coordination between law and government creates children and youths who fall into the "system gap."
This lecture will ezamine the problem from the perspective of education and welfare in order to consider the difficulties that children and youth in such "system gap" face in their lives.

人は家庭・学校・地域・制度といった社会のあらゆる影響を受けながら育っていくが、自らの生きる環境の選択権をもちづらい子ども期は特にその影響が大きい。
子ども・若者に対する社会的支援は、「教育」「福祉」「文化」「司法」といった領域ごとに分かれ、法と行政の分断や連携の貧弱さが「制度の谷間」に落ちる子ども・若者を生み出しているという現実と、彼らへの支援が十分に行われないという問題が存在する。
そのような「制度の谷間」にいる子ども・若者の生きづらさや困難を考えていくための視座を、教育福祉の観点から検討していく。
