This course examines the concept of local autonomy and how the system works. The objective is also to understand resident autonomy, in which residents in each region decide local matters locally.
The relationship between the national and local governments is changing from a vertical relationship in which the national government is superior to the local governments to a horizontal and equal governing system. The purpose of this class is to examine the characteristics and issues of modern local government, using concepts from political science and public administration, and to enable students to have their own ideas and opinions.

地方自治の概念と制度の仕組みについて考察する。また、それぞれの地域に住む住民が地域のことは地域で決めるという住民自治について理解することを目的とする。

国が地方に優越する垂直の関係から対等で水平的なガバンス体制へと，国地方関係が変化しています。この授業では，現代地方自治の特質と課題を政治学・行政学の概念を用いながら検討し，自らの考えや意見を持てるようにすることを目的としています。

みなさんが関わりを持つ地方自治体が実施する政策のなかで、興味関心のあるテーマを探しておくこと。例えば、現時点で住んでいる市区町村や都道府県に注目し、災害への支援策やその準備にどのようなことを行っているか。その他、様々な場面・職場で多様性を推進するための政策としてどのようなものがあるかなど。現住所のある自治体でなくとも、生まれたふるさとや家族のルーツの地域なども、関心を持って調べることのできる自治体となると思います。
