Recent unrest in the Middle East region, such as Syria and Afghanistan, has been posing a lot of challenges to the world. These challenges are not limited to political or military issues in a macro perspective, but also include how the world is able to support the people of the region in a micro perspective. For instance, the world needs to seek for the better supporting mechanism to respond massive scale of displacement of refugees. However, knowledge and understanding on the Middle East is not always sufficient. This is simply because that quantity of information about the Middle East is low in Japan, and also because of unfamiliarity to social norms based on "Islam" in the region for Japanese people. This course aims to give the basic picture of the Middle East region and also to give knowledge on international aid and assistance for refugees. In addition, this course gives a focus on practical challenges when aid workers support the people with different culture and norms.
The roots of recent unrest in the Middle East can be found in the history. In particular, by examining the history before and after the fall of the Ottoman Empire, we will clarify the challenges of the Middle East at present. In addition, we will clarify the thresholds to conduct development assistant based on Western concept of values in the Middle East where Islam is the foundation of society. We will look into the past and current situation of Afghanistan and Syria as examples to have deeper understanding how international society took actions for these countries. .We will also discuss assistance for refugees, as it is a major challenge the world is now facing.

シリアやアフガニスタンなど中東地域の混乱は、政治的あるいは軍事的なマクロな課題だけではなく、大規模な難民の流出に代表されるように、その地域で生きる人々をどのように支援するのかというミクロな課題を国際社会に突き付けている。しかしながら、日本における中東地域に対する理解は必ずしも高くない。その要因としては、中東地域に関する情報が十分に流通していないことと、同地域における「イスラム」に基づいた社会規範が日本にとって馴染みのないものであることが挙げられる。本授業では、中東地域およびイスラム社会への理解を深め、援助や難民支援に関する知識を得ることを目的とするとともに、援助者にとって馴染みのない「他者」を支援すること、そして被援助者にとってなじみのない「他者」によって支援されることに生じる諸課題について考察を加える。

現在の中東地域の混乱は、歴史に多くの原因を見ることができる。特に、オスマントルコ帝国崩壊前後の歴史について概観することで、中東地域の現代的課題を明らかにする。また、イスラム教を社会の基盤としている中東地域において、西洋的価値観を基盤とした開発あるいは国際協力を進める上での課題について説明する。その後、アフガニスタンとシリアの2ヵ国を例として、その歴史や社会について詳細に説明し、これらの国の現在の状況、そして国際社会の対応について掘り下げる。また、シリア危機によって生み出された大量の難民は、現代の世界が直面する大きな課題となっているため、難民支援および難民政策についても論じる。
