Students will learn the concepts and approaches of "human security" from both theory and practice. The purpose of the course is to deepen students' understanding from the perspective of "human security", on various global and local issues and measures,
"Human security" is based on the theory of human development by economist Amartya Sen from India, and is a relatively new concept proposed by the United Nations Development Program (UNDP) in the Human Development Report 1994. Focusing on individuals and communities, the concept advocated the protection and empowerment of each and every human being for freedom from "want" and "fear" as well as freedom to live with "dignity". Although various approaches to "human security" are possible, in this course, we will learn about the historical background, theoretical framework, conceptual spread, practice and issues, and related concepts from the perspective of crisis management in the international community.

「人間の安全保障」という概念・アプローチについて理論と実践双方から学び、同時に「人間の安全保障」の視点から、地球規模の様々な課題と対策について、また課題先進国日本が抱える諸課題について、当事者意識をもちつつ、理解を深めることを目的とする。

「人間の安全保障」は、インド出身の経済学者アマルティア・センの人間開発論を下敷きに、国連開発計画(UNDP）が、1994年の『人間開発報告書』の中で提唱した比較的新しい概念である。個人やコミュニティに焦点をあて、人間の安全保障を脅かす2つの脅威「欠乏」と「恐怖」からの自由を目指し、また「尊厳」とともに生きる自由、保護とエンパワーメントを提唱した。「人間の安全保障」へは様々なアプローチが可能だが、本講座では国際社会の危機管理という視点から、その歴史的背景と理論的枠組み、概念的広がり、実践と課題、関連する概念について、地球環境との共生も重要課題としつつ、学んでゆく。
また、ウクライナやガザ、シリア、アフガニスタン、スーダン、DRCなどにおける人道問題、東日本大震災や日本の諸課題を「人間の安全保障」の視点から改めて検討し、元来、途上国を対象に提案された「人間の安全保障」概念が、現在進行形の紛争や先進国の課題分析にどのような視点をもたらしうるか考察する。
