By understanding the process of policy making in the 1960s historically, we will gain new perspectives of tourism in the future.
In the 1960s in Japan, a lot of tourism developments was done in many rural areas. As a result, natural environments and cultural heritages were destroyed and the quality of tourism experiences got poor. At that time, the Japanese government asked for advices to university professors. They wrote a report titled as "The nature and future of tourism for the Japanese people" after a lot of discussion.
In this lecture, we will use conference minutes of the discussion and try to understand how specialists thought about tourism in the 1960s.

1960年代における観光政策の検討過程を理解することで、現代の観光を考えるための視座を得る。
By understanding the process of policy making in the 1960s historically, we will gain new perspectives of tourism in the future.
1960年代、日本ではマスツーリズムの台頭とともに観光開発が盛んに行われていた。その結果、自然や文化財の破壊、観光の質の低下など様々な問題が生じた。当時、日本政府は専門家たちにこれからの観光はどうあるべきか、助言を求めていた。専門家たちは「国民生活における観光の本質とその将来像」というレポートを提出した。そのレポートは、当時の専門家たちによる相当なディスカッションによって取りまとめられたものであり、観光の本質に迫るものである。本講義では、このレポートが作成されるに至った会議議事録を用いて、当時の専門家が観光をどのように捉えようとしていたのかを把握、議論したい。
1960年代当時の日本の観光に関する議論は、現在の観光政策を検討する上でも重要な視点を与えてくれるものである。
なお、この会議議事録は入手困難な貴重なものである。
