【Course Objectives】

This course aims to provide students with a multifaceted understanding of the local government system in Japan, based on a basic understanding of the laws related to local government, and through an understanding of real issues among the national government, local governments, and residents. In addition, students will be able to investigate actual issues in the local government system and link this to presentations at academic conferences and the writing of papers.

【Course Contents】

The lecturer in charge of this class has worked for a local government for a long time and is currently teaching at a university. In this class, based on my experience as a local government employee, I will give lectures on practical issues using actual examples.
Although the local autonomy system is guaranteed under the Constitution, before the so-called Omnibus Decentralization Law was enacted in 2000, the Local Autonomy Law placed significant restrictions on the autonomy of local governments. With the enforcement of this Omnibus Decentralization Law, it is said that the autonomy of local governments has been significantly expanded legally. However, even after that, the autonomy of local governments has been subject to wide-ranging restrictions, both legally and de facto.
In this class, we will give a lecture on the actual situation of the local autonomy system and its issues from the perspective of local governments, and based on the lecture, we will discuss the issues of the local autonomy system as a group.
