This course aims to provide a comprehensive understanding of electoral systems by examining their mechanisms and impacts from multiple perspectives. Through comparative analysis, students will gain insight into the characteristics and significance of different electoral systems.
This course will use The Oxford Handbook of Electoral Systems (Herron, Erik S., Robert J. Pekkanen, and Matthew S. Shugart, eds.) as the primary textbook. It will cover the fundamental concepts, theoretical frameworks, and practical applications of electoral systems.
The course will begin with an overview of electoral system classifications, fundamental rules, and the differences between proportional and majoritarian systems. It will then examine how electoral systems influence party systems and social representation by referring to studies that utilize quantitative indicators, such as the Gallagher Index and the Seat Product Model, to analyze their effects objectively.
Next, the course will explore the relationship between electoral systems and policymaking, analyzing how different electoral systems shape policy priorities and feasibility. Case studies of electoral system reforms in countries such as Japan, New Zealand, and Germany will be discussed, focusing on their backgrounds, outcomes, and challenges.
Students will be expected to read assigned materials in advance and participate in discussions to deepen their understanding of theoretical perspectives on electoral systems and their practical implications in institutional reforms.

選挙制度の仕組みとその影響を多角的に学び、比較分析を通じて各制度の特徴や意義を理解する。
This course aims to provide a comprehensive understanding of electoral systems by examining their mechanisms and impacts from multiple perspectives. Through comparative analysis, students will gain insight into the characteristics and significance of different electoral systems.
この授業では、The Oxford Handbook of Electoral Systems（Herron, Erik S., Robert J. Pekkanen, and Matthew S. Shugart, eds.）を主要教材とし、選挙制度の基本概念、理論的枠組み、実践的応用までを幅広く学ぶ。
まず、選挙制度の分類や基本ルール、比例代表制と多数代表制の違いを整理し、選挙制度が政党システムや社会的代表性に与える影響について検討する。その際、Gallagher IndexやSeat Product Modelなどの定量的指標を用いた研究を参照し、制度の効果をより客観的に理解する。
次に、選挙制度と政策形成の関係性を考察し、制度の違いが政策の優先順位や実現可能性にどのような影響を及ぼすのかを分析する。また、日本、ニュージーランド、ドイツなどにおける選挙制度改革の事例を取り上げ、それぞれの背景、成果、課題について議論する。
授業では、事前に指定された文献を講読し、ディスカッションを通じて選挙制度に関する理論的知見と実際の制度改革の動向を関連付けながら理解を深める。
