The goals of this lecture are to study the relationship between public finance and private markets, to learn about fiscal issues facing Japan and other countries, to understand the significance and challenges of fiscal policy and public services, and to view familiar social issues from public finance's perspective.
In this lecture, students will learn the basic ideas of public finance, both in theory and practice. Currently, the Japanese government has huge public debt, and many people are concerned about the sustainability of public services in the future. In addition to this, a new type of coronavirus infection has been raging around the world since early 2020. The government has decided to spend an unprecedented amount of money to combat COVID-19, but despite the large fiscal outlay, the gap between the rich and the poor has widened, and the country has yet to emerge from COVID-19 crisis. Furthermore, from 2022, the impact of the war in Ukraine will spread throughout the world, and many countries are now implementing measures to deal with rising prices. In times of crisis, what is the ideal form of public finance? Why are these fiscal problems occurring? How can they be solved? Using the study of public finance as a starting point, we will deepen our understanding of the issues facing contemporary society.

本講義の目標は、財政と市場の関係性、日本と諸外国が直面する財政問題を学び、財政政策と公共サービスの意義と課題を理解すること、身近な社会問題を財政学的視点でとらえることである。
The goals of this lecture are to study the relationship between public finance and private markets, to learn about fiscal issues facing Japan and other countries, to understand the significance and challenges of fiscal policy and public services, and to view familiar social issues from public finance's perspective.
本講義では、財政学の基本的な考えを、理論と実際の両面から学習する。現在、日本は未曽有の政府債務を抱えており、将来の公共サービスの持続可能性に対して多くの人々が不安を抱えている。これに加えて、2020年初頭から新型 コロナウイルス感染症が世界中で猛威を奮った。政府はコロナ対策として類を見ない規模の財政支出を決定したが、多額の財政出動にもかかわらず貧富の差は拡大し、コロナ危機からの脱却には至っていない。さらに2022年からはウクライナ危機の影響が世界中に及び、多くの国々が物価高騰対策を実施している状況にある。危機の時代において、あるべき財政の姿はどのようなものだろうか。なぜ。このような財政問題が発生しているのか。どのようにすれば解決可能なのか。財政学の学習を糸口として、現代社会の課題について理解を深める。
春学期は主に予算・歳入面や財政政策について検討する。具体的には、財政の成り立ち、予算編成の原理・原則、租税原則と税制の実際、財政赤字、財政政策などを扱う。
